Problem

Cannot change Bylevel Scale and/or Override Scale in Level Manager

Solution

MS_LEVEL_EDIT_ATTRIBUTE_LIST is set to exclude editing of Bylevel Style
and/or Override Style.

Bylevel/Override Linestyle scale is an attribute of the level and is considered part of the style data.

If MS_LEVEL_EDIT_ATTRIBUTE_LIST does not = BylevelStyle, OverrideStyle,
BylevelSymbology or OverrideSymbology, the style scale will not be able to be changed.

Set MS_LEVEL_EDIT_ATTRIBUTE_LIST = "BylevelStyle" and/or "OverrideStyle"
(or BylevelSymbology and/or OverrideSymbology).
