Problem

Attempt to place a cell from an HTML generated web page and dialog opens asking to Download or open a file.

Solution

Using HTML Author to publish cell library to web page, then try to place a cell from that web page and user is asked if they want to Download or open the file. This is because the MIME type for cell libraries is not set on the server. TSG cannot tell user's how to set this as server's vary. User's will have to contact their IT group to have the MIME type set to "application/microstation".
