Problem
When placing a circle in a 3D file while snapping to elements in the file, the element information shows that the X and Y axis are not equal.
So the circle is really an ellipse and just looks like a circle in the view it was placed in.
How to obtain real ellipses while snapping?
Solution
In order to place a proper circle, make sure to use/enable AccuDraw Sticky Z lock (Settings>AccuDraw).
Alternatively make sure that ACS lock is active upon snapping and placing the circle.
Without one of these locks active, MicroStation will use the snapped points to place the circle. If those points are at different depth coordinates, the element created will be an ellipse.
