How can I tell what resources, libraries or enablers are missing from my dgn file?

Solution

The Message Center is used to display a running log of system messages, which includes informational messages, warnings, errors, etc.

The Message Center dialog opens when the Message Center field of the status bar is clicked.

You can also right-click the Message Center field of the status bar and a pop-up displays that allows you to open the Message Center window, save the messages or open the Message Center Settings dialog.
