CE - Active Tool - Display

In CE, is there any reason why the active tool no longer highlights.  The image below shows the high lighted tool in V8i.  The bottom left is how CE shows the active tool, so the only way to know what tool si active is to look at the tool settings.  Then you have to hunt for the tool in the new Ribbon.  The image on the bottom right is what I would like to see.
