Problem

Cannot activate Non-SELECT License despite having followed the procedures in the Non-SELECT Activation WIKI.

Solution

Try instead to activate as a Hosted SELECT user and therafter check out your MicroStation License.

1. Find Licensetool.exe and Run as Administrator

2. Follow the Activation steps in the above WIKI and then Check-Out your MicroStation License following the below WIKI.

Note:

A Checked-Out license is maximum valid for 1 year, thereafter it must be Cheked-In and Checked-Out again to continue working.
