Construction Notes created in one file then certain notes displayed in other files. If the note changes then all those files that link to that note update. Do I use Project Explorer? If so, how?

Let's say I have a Master Construction Notes.dgn file and in that file I have individual text strings for each construction note. Then in your sheets you link certain notes from that Master file and they display that text string. If the note is updated on the Master.dgn then all the sheets that have than same note linked update too. Do I use Project Explorer to do this? If so, how? I'm using Microstation V8i (SS3). I do have access to Inroads Suite.
