"Cannot change material of attachment level"

I am attempting to modify reference file materials using level overrides. I select material override in level manager, select a material then get the message "Cannot change material of attachment level" in the message centre and the material override reverts to 'none' 

Why Not? If I cannot change material overrides, why is it available to do so in the level manager?
