"PDF files with any operation restrictions are not supported - (8071)"
Explanation
Secured PDFs with restrictions are not supported.
PDF contains restrictions (AdobeReader_Security.png). Those documents are not supported by Raster Manager (MSTN_PDF_Permissions.png).
