Problem
Perp/Tan snap is only snapping to keypoints.
Can only snap perpendicular or tangent to end-point and mid-point of
element.
Cannot place line tangent to two arcs.
Cannot glide the tangent or perpendicular of a line along the element snapped to.

Solution
Disable AccuSnap setting "Fixed Point for Perp./Tan. From".
Steps:
1. From Menu bar, go to Settings > Snaps > AccuSnaps (AccuSnap Settings
dialog opens).
2. Switch to "General" Tab.
3. Disable "Fixed Point for Perp./Tan. From"
