How do you install PokeIt

I have found this Microstation App called 'PokeIt App', that would help e to identify same/similar elements on a model. It contains two files PokeIt.dgnlib and PokeIt.mvba

The instructions are:

Place the DGNLIB file in a folder pointed to by the MS_DGNLIBLIST and MS_GUIDGNLIBLIST configuration variables.
Place the MVBA file in a folder pointed to by the MS_VBASEARCHDIRECTORIES configuration variable.
A restart of MicroStation may be required.

First, is this App save to copy into the program?, and the, where can I copy these files, because I can't find DGNLIB and MVBA files on the Microstation program.
