[Mstn CE U15] Ctrl-g to group elements?

Hi,

As it has been for decades, the Ctrl-G keystoke groups selected elements together into a group.  I just did this in Microstation CE U15.  Then I copied my group multiple times.  Now I found out that it is not a group.

1) Why does the Ctrl-G not group elements together, as Microstation has done in the past?

2) How do I get this to work?
