DGN to DWG Export -> Parametric cells (2D) -> Switching layers during export

Hello,

I have a Problem with the export from dgn files to dwg files, especially with the layers.

I use 2D-parametric cells (e.g. a pipe elbow). In the parametric cell, the lines are on layer "X" (Continous line). 
When I put the parametric cell into a drawing, I set the complete cell on layer "Y" (e.g. the component is inside an other component, so it is hidden).

Now I want to export the complete dgn file into a dwg file.
After converting, the cell changed from layer "Y" back to layer "X", which is unintended and entails that the drawing has to be remached.

Do you know, if there is a possibility to "freeze" the overwritten layer "Y", to avoid the remaching?

I use the MicroStation Connect Edition.
