Problem
Changing display priority is not affecting display of elements.
Unable to get an element to display on top of another element.

Solution
Possible Reasons:
-File is 3D. Display Priority is not supported in 3D files. The View Z buffer controls display priority in a 3D file. In other words, what is closer to the view will be displayed on top. Solution: Physically move the desired elements to change the position in the view plane.
-The elements have different level priority (If they are on different levels).Solution: Modify the Bylevel Priority value of the desired elements to change display order.
-The elements have different reference Priority (If the elements are in different attachments).
Solution: Modify the Reference Priority value of the desired attachments to change display order.
