Problem
When placing a Cell the Active Scale is being ignored and is always placed at the same Scale.
Solution
1. Select the Place Cell Tool
2. Open the Tool Settings dialog and expand by clicking on the down arrow.
3. Turn on the option 'Scale Annotations'
4. Place the cell
If on, Scale Annotations, applies the active scale to elements that are scaled by annotation scale. If off, the active scale is not applied. This setting does not affect annotations in shared cells; elements in shared cells always scale.
