When I "Fence file", the scale of the new file is changed to be 0.1

There is a DGN that when I use "fence file" function, the new DGN that is generated would change all the line scale from 1(original file) to 0.1(new file)

However, if I "fence file" with other DGN, it would be normal.

How can I fix it?
