Solution

This appears to be caused by an antivirus blocking the program (Sentinel One anti-virus). Try the following...

1.  Launch the program from the executable file (MicroStation.exe) and run as administrator:
2.  Disable Sentinel Agent and try launching MicroStation.
3.  Configure Exclusions and Include them in SentinelOne Policies
