How to enable auto pan mode in MicroStation

Background

Is there any setting in Microstation that enables auto pan mode so that while capturing an element, the cursor remains at the center of the view.

Steps to Accomplish

You can pan using the wheel of a scrolling mouse. Using the middle button (roller button) of the mouse,  push the roller forward or backward to zoom out or zoom in (auto zooming)

You can hold the key “SHIFT” and DATA (typically left mouse button) and "dragging" in the direction you want to go (auto panning) key-in : PAN DRAG

You can also define the delay used for when the hold is set in The User Preferences.
