MicroStation Level Groups

Hi, I am using a dgnlib to incorporate levels into our company standard workspace. In the dgnlib I create two level groups, one with our company levels and one with the DOTs. Each time I close out of the dgnlib, I lose one of the two level groups. Any ideas why this is happening?
