how can I reset & unite X,Y,Z scale of each elements?

Hello, all

I want to convert DGN to NWD(Navisworks). But when I appended DGN file on Navisworks some element was very small.

So, I tried to detect the reason. and I realize that some element's (was drawn by other people) scale setting is 1/10.

The problem is that when I change the setting from 0.1 to 1, the element is 10 times larger.I want to set the scale to only 1 while maintaining the size.What should I do?

Can I keep the scale of all elements at 1 and keep the shape?
