Problem
Tags in a DWG file do not display when referenced in another file.

Solution
In AutoCAD, attributes must be placed as a block in order to see their values in another file. In MicroStation, the file that contains non-associated tags (those supported in AutoCAD) must be placed as a shared cell in order to see or edit the values.
