Problem
The Open PDS Utility indicates that it has generated tags, but they are not displayed in the file.

Solution
The DGN and DRV files are not compatible with the Open PDS Utility. The Open PDS Utility was designed to work with DGN and DRV files generated from PDS. DGN and DRV files generated from PDMS are not compatible with the Open PDS Utility.
