When viewing a PDF in the Acrobat Viewer, there is a distinct Layer Structure presented in a tree format.
But when using the same PDF as a raster reference file, the tree structure is not visible, but instead a flat list is presented. This certainly makes it more difficult to control the layer display. Why isn't the tree structure exposed in the GUI?
