Problem
The capability to reference a DXF file into another DXF file has been removed by default.
Solution
The following capability can be added to the workspace configuration files to include this operation in Microstation:
_USTN_CAPABILITY_DWG < +CAPABILITY_REFERENCE_ALLOW_DXF
