How to change False northing?

Hi,

Please find the attached DGN file and 2 images having coordination system. In this file I have already updated NAD27(76)/MTM zone 10 coordination. Here need to change only the false Northing 0 to -4000000. 

Kindly suggest me a way to change the value.

If possible to creacommunities.bentley.com/.../Area2_2800_2D_2900_R5_5F00_Rev-B_5F00_12July2018.dgnte new DGN file template for this coordination, because we need to apply same values for many of the files.
