Is there a video or other example of using the Data cleanup to identify overlaps (current MicroStation Connect and or V8 versions)?

I am trying to use data cleanup to locate overlaps in a test file. The utility only seems to be able to detect an element that 100% overlaps another element (i.e. two overlapping circles; basically the same as a duplicate). When I shift one element slightly (0.5 foot more or less); it does not pick up any overlap. This is in a 3D (also tested in a 2D file) file with the elements all on the same elevation and level. I am trying to verify that I am using this correctly. The help guides are very simplified and appear to be easy to follow, so I am puzzled by my lack of getting the result needed.
