ACS (By Points) and PAN cancelling command

OK, this one is causing me a bit of consternation as I cannot work out a valid purpose for this action by Microstation.

Procedure to replicate:

1. Start command Create ACS (By Points)

2. Select start point of new ACS

3. Centre scroll wheel PAN, or, WINDOW CENTRE, or, 

and the command drops, or cancels, as if you have pressed ESC key.

Is this "as-designed"? It really is a significant limiting factor n creating new ACS.
